Governing in the Digital Era MNE5230

The idea of the course is to discuss how digital technologies specifically and the digital era in general shape governing in and by the public sector. The course will look into how the relationship between digital technologies and governing has emerged and evolved, and with what consequences. As such, the course combines critical, historical and future-oriented debates on governing in the digital era with insights into the current Estonian, European and global digital governance practices. The debates will touch upon several key issues of our time from changing relationship between the state and people to the increasing role of data-driven decision-making practices. Veiko Lember
