Development Cooperation Scholarships for students from target countries


Estonia has systematically engaged in development cooperation since 1998. The experience obtained during that period and the developments in the international environment have created the need for the principles of development cooperation approved by the Riigikogu in 1999 to be renewed.


As an integral part of Estonian foreign policy, development cooperation is directed towards ensuring peace, democracy, the observance of human rights, economic and social stability and the eradication of poverty in the world in accordance with internationally approved principles of sustainable development. Estonia observes the UN Millennium Declaration adopted in 2000 and the principles for humanitarian and development aid established by international organizations, primarily by the UN, the OECD and the EU.


E-governance Technologies and Services Master´s program in cooperation with Estonian Ministry of Foreign Affairs will provide 15 scholarships (400 €/month) for 2019-2021 study period. Candidates will be chosen based on the previous study results, CV and Motivational Letter provided only via Dreamapply. The admission period starts on January 1 and ends May 1, 2019. Admission deadlines

  • 1 April 2019 Application deadline for Non-EU students
  • 1 May 2019 Application deadline for TalTech students, candidates from EU/EEA member states, Turkey, Georgia, Russia, Ukraine, Belarus, Armenia, Azerbaijan, Kazakhstan and visa free countries to enter Estonia (See the complete list of countries on Ministry of Foreign Affairs website).
  • 1 June 2019 Admission results will be announced

Specialty Scholarships 

  • Target group: 50% of students who have enrolled to E-Governance Technologies and Services Master´s program
  • How to apply? Application should be made via OIS in September and in February
  • 160 €/month (first payment for September and October will be made in October 26)

Estonian Ministry of Education and Research in cooperation with European Social Fund is providing scholarships for the students studying in priority programs.

The amount of monthly allowance is 160 € and it is provided up to 15 students of e-Governance Technologies and Services Master´s program.

The decision about grantees will be made according to the admission ranking (average grade + motivation letter/CV).

Performance Based Scholarship

  • Target group: All students of E-Governance Technologies and Services Master´s program
  • How to apply? Application should be made via OIS in September (2nd year students) and in February
  • Requirements for the grantee: student´s average grade is 4.0 and higher; full study load per semester is followed (30 ECP)
  • 100 €/month

Full tuition fee waiver (NEW)

TalTech provides tuition fee waivers starting from the 2017/18 admission to the students of international study programs. 


A tuition fee waiver is a non-monetary scholarship granted automatically to the best candidates. There is no separate application required. Decisions are made based on the Dreamapply application. Scholarship is awarded for the whole study period.
