    From to 1990 to 2006 he worked as an IT project manager, IT consultant and IT author in Berlin. In summer 2006, he was Lecturer at the University of Auckland and from 2006-2008 he was area manager for database systems at the Software Competence Center Hagenberg as well as Adjunct Lecturer in information systems at the Johannes-Kepler-University Linz. From 2008 to 2016 he was head of the data center of the University of Innsbruck and, in parallel, from 2010 to 2016, Adjunct Reader at the Faculty of Information Systems of the University of Mannheim. Dirk is co-author of the Springer book "Form-Oriented Analysis" and author of the Springer book "Business Process Technology", and a member of the ACM

    Professional background

    After being working as a software designer and project manager in several state projects connected to implementation of digital records management systems, such as DEC and PDIS, it has been my privilege to lecture in many universities and colleges in Estonia since 2007. In 2010 I´ve started to develop the curricula in e-governance field and today are planning in cooperation with Mektory and with different state agencies to kick off with the eState laboratory. Latter should enable to aggregate best-practice academic knowledge, as well as the needs of the public sector and the experience of the private sector in the field of e-state solutions.

    Professional background

    I am Professor and Head of the Chair of Law and Technology at Tallinn Law School, Tallinn University of Technology as well as Head of Research at the Estonian e-Governance Academy. In addition I work as an independent consultant on communications law related issues (ICT law, media, and various e-governance related topics including legal drafting and institution building). I work all over the world, mainly in transition and post-conflict states, having worked in about 40 different countries.

    My PhD is from the University of Uppsala (Sweden) from 1999, in the area of Public International Law, more specifically the law of outer space. I have published extensively on both communications law and general international law.

    Legal aspects of new technologies, especially in the communications area, including ethical issues, privacy, regulation of technologies. Legal philosophy in a high-tech environment. Legal issues of outer space activities.

    Anton Vedeshin

    Professional background

    Anton Vedeshin is CTO at 3DPrinterOS, IT PhD pending in Cloud Computing, 3D Printing and Cyber Security (Tallinn University of Technology). MSc and BSc in Business Information Technology (TUT). Has developed software since the age of 11, was co-founder and team lead of Innovative Technologies & Business Systems (www.itbsg.eu) since 2005. Worked as a Business Analyst in Webmedia (nowadays Nortal), Swedbank, ERGO Insurance. Previously participated in more than 10 different startups. Went through and was a mentor in bunch of startup acceleration programs. Up to now met with >150 investors from US and EU. Participated in raising >1M$ in funding. Anton is a member of National Doctoral School in Information and Communication Technologies. Lecturer of Cloud Computing course at Tallinn University of Technology.

    I am a consultant and a teacher of user experience methodology, accessibility and interaction design. Have extensive public speaking experience giving workshops to a wide range of companies, both in the public and private sector. 16 years of experience in IT with skills and experiences across the full project lifecycle I am usually involved in bigger (up to 40 000 hours) projects.

    My everyday business is to run the biggest UX team in Estonia, Trinidad Consulting.

    Professional background

    I am a PhD student at the Tallinn University of Technology at the Faculty of Information Technology. My previous experience is from the United States where I worked as a media and communications intern for an international development organisation in Seattle, Washington. I also worked in the United Kingdom where I served as a project manager in a public sector and technology-oriented consultancy in Scotland and as a media director for the Cambridge Baltic Conference.

  • Mihkel Lauk

    Professional background

    Mihkel is PricewaterhouseCoopers Estonian firm Manager. His specialization is process improvement and information technology governance.

    Mihkel earned a Master’s degree in IT management from the Estonian Business School (EBS, 2007). He has been active in the ICT area since 1996. Mihkel has set up Estonia’s largest web company ADM Interactive which exports its services to 32 countries across the world. He has been in charge of Hewlett-Packard Internet marketing in the Baltic States and developed web applications in EMEA region.

    Mihkel is experienced trainer and lecturer. He has taught students at Mainor Business School, IT College, Tartu Art College and the Estonian Academy of Arts, provided ICT training sessions at Invicta, IT Protraining and BCS Koolitus. During various engagements he has provided lots of tailor made trainings for the Public and Private Sectors – Open Data, Linked Data, Information Governance, IT Project Management, Risk Management, etc.

    Mihkel has been involved in many projects in various industries and Public Sector. He has obtained extensive experience in development of Public Services, incl. e-Services since 1998.

    Mihkel is also experienced business analyst with proficiency in UML and Requirements Management. He is excellent liaison between business and technical people.

    As a result of the implemented projects, he has acquired a solid knowledge of various technologies and methods, a valuable insight of combining business and IT, and an ability to see and analyse the big picture. Mihkel’s skills and experience help to ensure a high-quality input into process and service development.

    In the context of Open Data Mihkel has been leading several projects from the recent years:

  • Arvo Ott

    Professional background

    Arvo Ott served as the Head of Department of State Information Systems (head of eGovernment office) at the Ministry of Economic Affairs and Communications for 12.5 years. He was responsible of Estonia Information Society and eGovernment strategy planning and implementation.


    Dr. Arvo Ott joined the e-Governance Academy on November 1st, 2005. His main responsibilities include the coordination of e-governance studies (eGovernment and eDemocracy aspects), training programmes and general management.


    For the last several years Arvo Ott has taken part in many international projects and programs on eGovernance (information society policy and eParticipation advice, eGov interoperability aspects, etc).

    Arvo Ott is a member of the Estonian Informatics Board.

  • Robert Krimmer

    Robert Krimmer is an Associate Editor of the international scientific journal Government Information Quarterly (GIQ).     Professional background

    Karin Oolu is an experienced information professional with a demonstrated history of working in the research industry. Working as a Teaching Assistant for the international Master’s programme „e-Governance Technologies and Services“ she consults all kinds of supportive activities of courses content and lecturers. Karin earned a Master of Arts (MA) degree focused in Social Sciences, Records Management from Tallinn University. By combining her expertise of consulting several international projects and PhD studies she focuses on information sciences, digital preservation and curation, also content of digital information.

  • Addi Rull

    Addi Rull is working as a lecture at Tallinn Law School. He has graduated from Stockholm University with LLM in Law and IT and LLM in European Intellectual Property Law and is currently working towards his PhD in informatics at TUT.  Before joining law school Addi worked at the European Central Bank, at TRÜB, a Swiss manufacturer of identification documents, and at other companies in the private sector. His main research interests are in fields of copyright law, intellectual property valuation, computer programs, databases, systematization of legal norms, smart contracts, software agents and AI and law.
